The Gambling Regulatory Authority of Ireland (GRAI) is seeking feedback from stakeholders and individuals impacted by gambling problems to shape the Social Impact Fund, established under the Gambling Regulation Act 2024. This fund will support research and services for those harmed by gambling, financed by a mandatory levy on industry participants. The justice department will oversee fund allocation while the GRAI manages its formation.
The GRAI published four surveys aimed at persons with first-hand experience, addiction care providers, non-governmental organisations (NGOs) dealing with vulnerable groups and affected family and friends. An NGO named Pobal will assist the GRAI in administering and managing the fund. It also developed the questionnaires on behalf of the GRAI. The call for survey responses runs from 14th April until 15th May 2025.
The GRAI will also establish the supporting levy, with the justice department deciding licensee contribution percentages based on turnover. Nonrefundable player funds from closed accounts will also contribute to the fund. Charitable lottery licensees are exempt from contributions.
The Social Impact Fund appears to have structural and purpose related parallels with the UK's recently introduced statutory levy.
